Chandigarh, July 22 – Haryana Government has constituted a single window system, that is, Widow Cell at district level which would be responsible for ensuring the required actions and activities for the windows are carried out in a timely and efficient manner.
While stating this here today, Women and Child Development Minister, Kavita Jain said that the Secretary, District Legal Services Authority (DLSA) would be the Chairperson of the Committee whereas the Members of the Committee would be the Sub-Divisional Magistrate, the Additional Superintendent of Police, the Deputy Chief Medical Officer, the District Programme Officer (DPO) and the District Social Welfare Officer (DSWO).
She said that Superintendent of DPO Office would be Chief Executive Officer and one Assistant (DPO Office) is nominated for the Help Desk for Widow Cell. The Chief Executing Officer, District Programme Officer and District Social Welfare Officer will take the required actions as directed by Cell from time to time.
The Widows’ Cell would be collectively and individually responsible for planning, allocation and execution of work related to registration of widows, outreach to widows, documentation, grievance redressal, response to helpline and help desk, overseeing mechanisms for Shelter Homes, health services, legal aid, counselling, linking with livelihood and housing schemes, ensuring protection of the person, children and property of widows in their jurisdiction and networking with all the other district Widows’ Cell, State and National mechanisms established for the welfare of widows.
She said that the State Level Monitoring Committee would comprise of Member Secretary, SLSA, Secretary, Department of Women and Child Development, Secretary, Department of Social Welfare, Chairperson, State Social Welfare Board and Chairperson, State Commission for Women. The function of the State Level Monitoring Committee would be to review the report of District Monitoring Committee and take appropriate action and to conduct an annual inspection of shelter homes to review the implementation of the schemes.
The Minister said that the District Level Monitoring Committee would comprise of Chairperson, DLSA, District Magistrate, Chief Medical Officer and two members from local citizens group. The function of the District Level Committee would be to inspect the Shelter Homes and the implementation of the schemes on a quarterly basis, she added.
